一是转变治理思路,从“依靠数据治理”到兼顾“对数据本身的治理”。高校在运用数字信息技术时,应强化对数据的全生命周期管理,规范数据采集、存储、处理、使用、共享等。站在“元数据”治理、数据伦理等高度,来反思教育治理能力现代化命题。

二是完善信息安全政策法规,处理好“数据运用”与“隐私保护”的关系。GPK电子国家要进一步完善信息安全政策法规,力争覆盖数据收集、使用和共享等各环节,细化相关条款表述,使数据治理“有法可依”“有章可循”。如规范和引导信息采集与使用,保障利益主体的知情权和隐私权。强化数据监管与风险管控,严厉打击信息交易“黑色产业链”。同时,健全责任追究和救济机制等。此次教育部等八部门联合出台《关于引导规范教育移动互联网应用有序健康发展的意见》,也正是对此前数据使用“失范”的一次及时整顿。

三是加强组织领导和制度GPK电子,完善激励保障机制。国家层面,应进一步强化数据治理的统筹管理,加强对“互联网+监管”的顶层设计;地方政府,应完善配套政策,推动资源整合。除引导、鼓励高校与企业、社会机构开展合作之外,还应肩负起指导“教育大数据市场”良性运行的职责。充分考虑教育公共GPK电子领域的特点,使高校不至于因信息技术GPK电子“天价”市场费用而“望而却步”;高校自身也应做好院校数字战略规划,通过完善数字信息管理制度规范,建立教育数据治理工作小组,强化“互联网+”学科GPK电子,优化信息技术人才培养模式等,为教育数字治理能力现代化提供机制保障和人才保障。
